Council Services where Fees & Charges are set by 3rd parties

One aspect of IPART's Discussion Paper that we feel did not get as much attention as could be warranted are those Council Fees & Charges (other than Rates) that are not set by Council but by the State Government or another 3rd party (thereby limiting how much can of the actual cost is able to be recovered by a Council).

Why not record here those Council Services where Council cannot set the Fee/Charge independently.

The aim is to compile a list that can be forwarded to IPART or be used by Councils & participants at the upcoming "rountable" discussions!

I'll start this off:

1. 149 Certificates: The cost of a 149 (2) and (5) Planning Certificate has been $100 since atleast 1994. This fee is determined under the Environmental Planning and Assessment Regulation 2000 (Reg 259).
