NSW Councils are required to prepare & present a Quarterly Budget Review Statement from 30/9/2011.

LG Solutions through its monthly local government accounting and financial management newsletter, LG "Debits & Credits" has developed & shipped an Excel based QBRA Template to all subscriber Councils.

Ken,

Our GM has asked that our Director of Corporate Business advise all budget program managers that the allocation of funds from one budget program to another cannot occur without a specific resolution from Council. Is there anywhere in the Regs, Act or Code that mandates this is a requirement of council budgetting? I had a look & found no mandatory requirement for that process.

I noticed no one had replied to you...
...I agree with your General Manager.

Check the local government act section 377: A council may, by resolution, delegate to the general manager or any other person or body (not including another employee of the council) any of the functions of the council, other than the following: (g) the voting of money for expenditure on its works, services or operations.
